Lumbini Buddhist University (LBU), from the birth place of Gautam Buddha, Lumbini, is an autonomous and public institution of higher learning committed with the mission to educate the people of Nepal and enrich the global learning community through the application of core Buddhist values and to promote the World Peace.

The first World Buddhist Summit held in Lumbini from 30th November to 2nd December,1998 organized by Lumbini Development Trust, proposed to establish an International Buddhist University in Lumbini, the birthplace of Gautam Buddha, to impart standard education on Buddhist Philosophy, Literature and Culture, etc.. Subsequently the Lumbini Declaration, issued on the concluding day of the Summit, requested the Nepal Government to take immediate action in this direction. Accordingly, Lumbini Development Trust constituted a seven-member Preparatory Committee with Prof. Dr. Tulasi Ram Vaidya as convener and Ven. Sudarshan Mahasthavir, Ven. Ngawang Hoser Lama, Rev. Pt. Badri Ratna Bajracharya, Prof. Mohan Prasad Lohani, Prof. Tri Ratna Manandhar and Mr. Min Bahadur Shakya as members.

The Proposal of establishing Lumbini International Buddhist University was thoroughly discussed in various meetings at different stages to justify the need for establishment of Lumbini International Buddhist University. Eventually a meeting presided over by Hon. Deepa Kumar Upadhyaya, the then Minister of Culture, Tourism and Civil Aviation formed “Proposed Lumbini International Buddhist University Main Preparatory Committee 2061″ on 3rd Kartik 2061 B.S. with Hon.Bharat Shah, the Member of Parliament as Convener and Prof. Dr. Naresh Man Bajracharya, Expert on subject matter and the then Head of Central Department of Buddhist Studies, Tribhuvan University as Member-Secretary.

Finally, on 14th Marga 2061 B.S. Lumbini Buddhist University was formally established with the promulgation of an Ordinance which was declared on 16th Marga 2061 B.S. at the 2nd World Buddhist Summit held in Lumbini. Subsequently the Main Preparatory Committee meeting held on 23rd Marga 2061 B.S. took six important decisions including renaming of committee as “Lumbini Buddhist University Main Preparatory Committee 2061″ Later in 2062 B.S., the Parliament approved the Ordinance with modifications as Lumbini Bauddha Vishwavidyalaya Ain 2063 (Lumbini Buddhist University Act 2063).

Policies and Strategies:

When formulating its policies, Lumbini Buddhist University took into account the need for the Nepalese government’s higher education policy, the necessity of the regional government, international development programs, recognition and popularization of higher education.

It seeks to develop human resources abreast of the need of the country through a competitive, techno-savvy, employment-intensive and production-oriented educational philosophy. To implement the influential use of its education strategy, which it firmly adopted for the growth of higher education in Nepal, the university has incorporated the following fundamental policies and strategies:

Educational Policy and Strategy: 

Lumbini Buddhist University is committed to offering academic programs that are aligned with Buddhist culture, arts, and education. The university has incorporated practical Buddhist education into its active programs to ensure that they are comprehensive and relevant. As part of its policy, the university prioritizes self-sustaining programs and cost-effective implementation of new programs. Professional and non-professional courses are offered, and income generated from professional courses promotes Buddhist studies and ensures the university’s self-reliance. To combine politics, arts, culture, science, meditation, practice, and moral codes with modern management principles, the university has formulated Buddhist philosophy into educational programs. The university aspires to establish a rich system of Buddhist philosophy and way of life in society through the establishment of a Center for Academic Excellence that will engage in large-scale educational projects. The university collaborates with partners to operate programs without imposing any financial burden. Developing student-centered teaching methods is a priority, and Buddhist education will
be mandatory or integrated into every professional subject. The university is committed to providing various alternative teaching methods, including online and distance education, to make it an integral part of education.

Policy and Strategy on Intellectual Growth and Proficiency:

The University ensures the quality of its academic programs by formulating them into competitive and specialized programs in both the national and international academic arena, and by mandating the implementation of quality assurance and accreditation (QAA). Under the leadership of the dean’s office, various academic programs are managed, with each department operating under their supervision to prepare the necessary human resources and infrastructure. The university prepares and regulates academic programs based on national and international recognition and standards of quality assurance. Additionally, the relationship and cooperation between the university and its campuses are determined through the quality assurance and accreditation (QAA) process, encouraging their involvement in the process. To ensure quality education, the latest technology and educational materials are utilized. Additionally, the process of determining the potential to create autonomy for the School of Management, constituent and affiliated campuses of the university is based on their capability.

Policy and strategy regarding affiliation and cooperation

To foster the exchange of knowledge and promote international understanding, Lumbini Buddhist University welcomes opportunities to share and exchange faculty and students with national and international universities and institutions. However, while the university is authorized to grant affiliations to other schools and colleges under the legal framework, affiliation is not a priority for the university.

In relation, the study and teaching of fundamental subjects in Buddhism and philosophy should be prioritized, and affiliation is only granted to active institutions in the field of Buddhist religion and philosophy. The colleges affiliated with the university must be regulated in line with the university’s objectives.

Policy and Strategy for Research and Innovation

Lumbini Buddhist University is committed to fostering research-oriented studies of Buddha’s teachings and education from a multidimensional perspective, with a focus on practical applications of Buddhist education. The university’s research efforts are centered on subjects related to Buddhist religion, philosophy, culture, literature, and related topics. The university actively seeks collaboration with local bodies, provincial and federal governments, private sector organizations, and similar institutions to achieve common research goals. Students across various disciplines are encouraged to conduct research on topics related to Buddhist religion, philosophy, culture, art, archaeology, and Buddhist medical practices. In addition, the university is working towards establishing subject-specific research centers in coordination with the university’s research center, based on opportunities and requirements. Lumbini Research Center, serves as a hub for research activities in collaboration with national and international partners. The center aims to publish regular research articles in reputable international journals and produce a research journal showcasing the works of both national and international scholars. It strives to establish itself as a leading institution for the study of Buddhist philosophy, culture, and literature by attracting scholars from around the world to engage in research and foster innovation in the field of Buddhism.

Policy and strategy related to ethical governance

In higher education, we prioritize upholding a culture of accountability, transparency, and embracing cutting-edge technology to promote academic and professional development. To achieve this, we have defined the rights and responsibilities of all entities and established appropriate incentives and measures to ensure compliance. We place significant importance on financial discipline and conduct periodic internal and external audit evaluations to ensure accountability and openness in our university administration. Our organizational structure promotes a self-discipline culture and ethical conduct, with decisions for academic and professional development following established laws, regulations, and procedures. Our University Assembly, Academic Council, and Executive Council periodically evaluate decisions and their implementation to ensure they align with our values and principles. By maintaining these practices, we foster a productive and innovative environment that benefits students, faculty, and staff alike.

Policy and Strategy Regarding Examinations

The effective management of the examination system is crucial for ensuring academic quality and student
success. Lumbini Buddhist University’s Dean’s Office will take charge of organizing exams systematically
and examining the nature of subject matter. The university aims to enhance the examination system by
aligning it with Nepal’s higher education policy and implementing a quality assessment mechanism. The
university recognizes the importance of strengthening the grading, assessment, and evaluation system and
is committed to introducing an online evaluation system for its academic programs to facilitate global
access while taking advantage of technological advancements. Modular systems will also be applied
where necessary to optimize the learning experience for students.
Overall, the university is committed to creating a fair and effective examination system that accurately
measures student performance and promotes academic excellence. The university recognizes
the importance of keeping up with technological advancements and adopting innovative solutions to
enhance the quality of its academic programs.
